This actually is his best excuse - I'm sure it took him some days to come up with this.

To be honest there is also a park nearby here in Germany that is inspired by Disney but not as bad as this one.

The P.R.C actually is a member of the WTO so has to adhere to most copyright rules. This park exists for years now and is owned by the government so I guess Disney is in a difficult situation now.
If they let them go everybody will continue to ignore their copyrights. If they go to court the park will pay $400 and Disney will likely forever have trouble in the PRC. You don't bring the government to court there...
